Transmission Submission is a document of an audio transmission from a phone call between Joel Sinclair, Playcare's head counselor, and Thomas Clarke, a Playcare pediatrician who would later become Experiment 1199. They discussed an incident concerning the orphan Theodore Grambell. This document was revealed in the Chapter 3 Interactable ARG, after opening the Mail application. This document was split into two parts, with Thomas' responses being censored and later revealed separately in the 1106 subfolder 16 days later.
