Playtime Pictures Television Animation Crew (Playtime Pictures or simply as PPTAC) is a subdivision of Playtime co dedicated to produce cartoons for the Playcare. It has only one known cartoon, that is called Smiling Critters - Can't Sleep where the Smiling Critters ask him to help them sleep. the link from the tape is here:
